Hi Sam
To attend a NFAS open shoot you must be a NFAS member, this has been written into the rules and is the only way an open shoot can by arranged and accepted by the insurance
You can however attend a NFAS club as a guest and be covered by insurance, as long as the event is not open to anyone, must be on an invitation basis, at least that is how I understand it.
I don't know if any of the other associations will accept BASC or what rules they have.

I believe the above is also true of GNAS for clarification. Equally, I cannot shoot at an NFAS shoot with my GNAS card or vice-versa.
I think the best way to look at it is that just because you're insured to do something doesn't necessarily mean you have the right to do it in certain places. If an organisation is setting up an event, for example the NFAS, then that organisation can request that people attending that event are members of their organisation. It isn't necessarily a matter of insurance (although they would insure their members that are present), it's a matter of eligability, and the only people eligable to shoot on that day are the members of that governing body or organisation. This could be likened to buying a ticket for a nightclub, that ticket will gin you entry to that club, or perhaps one or two others by agreement, it won't let you enter any club of your choosing... you'd need to buy a ticket from them.
